The municipal construction committee is one of departments of Ningbo people’s government. It is responsible for whole municipal development administration and the management of house property industry. Its main functions are the following:
1.Carry out construction laws, regulations, and policies of Zhejiang provincial government and the central government of China; be authorized to draft out the local laws and regulations of construction administration and house property. And implement them after auditing.
2.According to the municipal national economy and the total target of society development, organize to establish the development scheme and the annual plan of the municipal foundation facilities developments, construction industry, house property industry, prospecting design, and consultation industries.
3. Be responsible for the establishment of the municipal development funds planning. Be aware of the management of the investment, fund raising, and state-owned property in the construction field. Be responsible for the management of construction fee of “Four Haves” projects and the funds of housing reform.
4. Organize to do the feasibility research of construction projects. With some other related departments, establish the management system of economic evaluation method, economic parameter, construction criterions, the quota of construction land and etc. Be responsible for the supervision to put them into practice.
5. Be responsible for the establishment of the municipal development scheme and the choice of site for projects. Be responsible for the joint check-up of the expanding primary design of none-key projects, the development management and the completions and acceptance of projects. Be responsible for the coordination and supervision of the construction projects, which are in the process of the development. Guide the whole municipal developments
6. Be responsible for whole municipal construction, prospecting design, in-door and out-door remodeling and decoration. Guide and supervise the admission of the construction market, the public biding of projects, projects supervision, contracts and risk management. Be responsible for the management of the qualifications of the enterprises of construction and construction installation including those indoor and outdoor remodeling and decoration, city planning including gardening, green belts, inner rivers, environmental sanitation. Be responsible for the management of the qualifications of construction supervision, prospecting design, consultation business of some other related fields.
7. Be responsible for all municipal construction projects, the qualities of projects, and the management of production safe control. Organize and participate the investigation of poor qualities of construction and the safety accidents of construction.
