Vice Premier Han Zheng Made Research in the Ministry of Housing and Urban-Rural Development: Stabilizing Land Prices, House Prices and People¨s Expectations
 
        Han Zheng, Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council made research in the Ministry of Housing and Urban-Rural Development. Han Zheng inspected the operation of the national real estate market monitoring system and the national construction project approval management system, chaired a symposium to the long-term mechanism for the steady and healthy development of the real estate market and then delivered a speech.
        Han Zheng stresses that we should stick to the positioning requirements pointed out by the General Secretary Xi Jinping that "We must not forget that housing is for living in, not for speculation", and should take it as the fundamental guiding ideology throughout the whole process of promoting the stable and healthy development of the real estate market. To establish a long-term mechanism for stable and healthy development of the real estate market is a major decision made by the Central Committee of the Party and the State Council, which concerns the vital interests of the broad masses of the people, as it is not only a major economic issue, but also an essential livelihood one.
        Han Zheng believes that the current real estate market has been operating stably and market expectations tend to be rational. We should insist on the policy of "one policy for one city ̄ and solve the problems based on the real situation, steadily carry out the pilot project of long-term mechanism for stable and healthy development of the real estate market, and do a good job of evaluation and tracking in the process of implementation. Meanwhile, we should focus on the targets of regulation and control of the real estate market, that is to stabilize land prices, house prices and people¨s expectations. We should guard real estate market risks by consolidating the main responsibility of the city, making sure that provincial governments should be responsible for monitoring and guidance of the real estate market.
        Furthermore, scientific monitoring systems should be established to ensure timely, accurate and full coverage of real estate market data. A national real estate market monitoring system based on big data should be sped up to provide technical supports for analyzing and judging the real estate market situation and carrying out effective regulation and control.
Han Zheng suggests that we should make more investigation and research, adopt more targeted policy measures, and improve the long-term mechanism of stable and healthy development of the real estate market. We should improve the housing rental market system by drafting and enacting relevant laws and regulations, promoting covering financial and taxation policies to ensure the healthy and stable development of the housing rental market.
        The housing security system should be refined by improving and perfecting the basic system of the housing security system on the basis of promoting security system according to local conditions. Emphasis should be placed on solving the housing difficulties of urban middle-and low-income residents, new citizens and youth employed groups. More work should be done by ways of adjusting land and tax policies, making use of vacant housing and so on, to shelter those unable to afford houses by themselves.
